This feature concerns the length of opened disc florets, not ray florets. If your head has only ray florets, ignore this feature.
Try to measure more than one disc floret. For example, if you measure only one floret that is 1.2 cm long, you would choose the state 1 - 3 cm long. However, if you measure more than one floret, you may find that most are about 0.5-1 cm long, so the better state to choose would be less than 1 cm long. If your measurements clearly span two states, choose them both.
